Fifteen turns is few enough that the board is effectively solvable, and that is the appeal — this is a puzzle wearing a strategy game's clothes. There is no randomness after the opening layout, so a lost run is genuinely a lost run rather than bad luck, and the same map can be improved on directly.

The three win conditions pull against each other on purpose. Towers cost the resources that farms generate, and the happiness threshold punishes a board optimised purely for output. Most first attempts fail on happiness while comfortably clearing food, because defensive districts are the easy thing to build and the expensive thing to live with.

Adjacency is where the game actually lives. A building placed for its own value is usually worth less than one placed slightly worse for itself and much better for its neighbours.
